The licenses most hotels need

Serving alcohol requires an excise licence from the state, which is a separate and often involved process. Skip this only if you're sure you won't serve.

Homestays and guest houses often have it easier

Several states have created lighter registration routes for homestays and small guest houses to encourage tourism — sometimes a simple registration with the state tourism department rather than a full hotel trade licence.
